Work Competency Certificate (SKK) and K3 Training in the Construction Sector in Tangerang City
Pemalang | - Finding a builder in this country may not be too difficult to do, however, finding a builder who has a professional certificate may not be an easy job, said the general chairman of the national craftsmanship council (DPN) of the Indonesian builders association (Perkasa) M. Kuswandi, ST., SH., MM, to the media crew, Sunday (6/10/2024).
"Yes, in this country, construction worker certificates are still rare. because they are considered non-formal, many construction workers work only based on experience, learning from more senior workers or even self-taught. It's not entirely wrong, experience is often the best teacher, however, to become a professional, certification with reliable knowledge is indeed a necessity. Especially for construction workers who are closely related to the safety of a building or construction." he explained at the socialization event of BLK, LKP, LPK, LSP, Cipta Kerja Indonesia DPN Perkasa Depok which is located at: Jl. h. noir, Pengasinan, Sawangan District, Depok City, West Java.
Furthermore, the General Chairperson of the Perkasa Crafts Council (DPN) M. Kuswandi, gave his appreciation to REI and Podomoro, who had started certifying builders to implement the law.
Kuswandi also regretted that many builders did not know the requirements stated in Law number 2 of 2017 concerning construction services. Even if they know, most of them are reluctant to take care of it.
This is due to incomplete or even incorrect information, especially regarding certification costs.
"Based on data from the Ministry of PUPR until 2020, only 778,472 builders had competency certificates, this number is only around 9.65% of the total number of builders recorded as many as 8,066,497 people. The percentage could be even lower if it includes unregistered builders,” he said.
Kuswandi further explained that obtaining a competency certificate certainly requires a lot of funds, and this affects low-income builders, so they really need a helping hand from the government.
“Because it is impossible for builders who have low incomes to continue to take care of certificates, because certification also requires costs, but according to the law, builders don't need to worry because contractors are required to be certified.
In this case, Developers, Contractors, Consultants are required to certify their builders, it already says so in their contracts, it's just that they are stubborn and have not been able to implement the law properly,” he said on the sidelines of the Indonesian Housing Forum.
Kuswandi hopes that in the construction of subsidized houses, if the builders are qualified and certified, poor quality should not occur.
“This government already has a mandatory certified law, the builders must be budgeted for certified, certified,” he concluded.
